Use this checklist before you approve scope or budget for a modernization initiative.

• Which workflows are slowing the business today?
• Where are manual approvals, spreadsheet workarounds, or duplicate entry happening?
• Which integrations are brittle or difficult to change?
• What metrics would prove the program is improving operations?
• Which systems or teams create the highest dependency risk?
• Do process owners, data owners, and technical owners agree on the current-state problem?
• Is the likely solution a rebuild, refactor, or phased replatforming effort?

The strongest modernization programs start with these answers, not with a generic replacement decision.
